I'm of two minds here. As a gay transgendered man, I'm all for requiring businesses who have contracts with the city to provide benefits to domestic and LGBT partners.
BUT not at the expense of people immediately in need.
If Target (yes, I know, the villain whom we gays are supposed to ostracise currently) can provide these goods to the trauma center, and no one else is stepping up to do so, is it not cutting off the nose to spite the face?
Suggestion: Grant an immediate, temporary waiver, for however long HRC thinks they'll need to decide on a permanent one. Make sure HRC actually DOES decide in that time frame. That way, the trauma center gets what it's lacking, in a timely manner, while the HRC can still decide on a waiver.
Is it a perfect solution? Of course not. But is there anything in life that is perfect?

What could possibly exist that ONLY Target can provide in San Francisco?
I'm pretty sure you can get "coats, shoes and bedding" in places other than Target. There are plenty of Ross Stores that carry that stuff cheap. There's Macy's, Mervyn's, Kohl's and those are just the cheap giant chains.
There is no reason for the City to have a contract with Target, and using the kids in a trauma center to make a point is just a particularly ugly red herring.

Apparently Ms. Sparks and others have never been to SFGH late at night and needed a prescription. The emergency room staff will gladly point you several blocks down the street to an all-night Walgreens which can receive the prescription via email before you even get there. And, yes, they have diapers and enough food to get by for a few days and other basics. So what's the prob? Someone trying to coast into good publicity while running for supe, and so needs a story line? Sorry, your dog don't hunt.

Mervyn's closed in 2008. Highly unlikely that they'll be able to provide any services to SFGH.
