From the second review linked to on Yelp:
A new manager of an apartment building whose employees have never heard of the former management company? They're not even trying, are they?

This isn't a new development. I received a letter from them over two months ago that my property management company had changed from 'CitiApartments' to 'Gough Heights LLC, DE'. My rent check was even returned until I send a new one with the name change - to the exact same address as CitiApartments on Market street.

You're right, girl3k, CitiApartments actually goes by many many names, and requests payments to all of them. But until recently, they've all served under the CitiApartments brand. Now, and I certainly encourage speculation on why this might be, that brand is no longer being used.

I am very concerned about the situation with this property management group. I feel attacked by emails that are being sent and the neglect of responding to emails about defects in the apartment before they took over. At one part of the experience they told me that Citi Apartments lost paperwork that was to be transferred over to the new management group. It appears as though the statement "There Back " applies to this group and the shenanigans they are playing with me.
I have been asked to remove my care dogs because I am a person with a disability that lives in one of the properties managed by Urban Pioneer. I have been asked to provide a doctors note and other documentation to prove that in fact the dogs are care animals. I provided this information to the Property Management Group and still they tell me I have to get rid of the care dogs. Urban Pioneer is neglecting to recognize federal, state, and local law regarding care animals. By the way three small Chihuahuas.
In addition I have been trying to clear the air on an issue I have when I first moved in. I have an issue with the floors in the living space, where they needed to be redone. Citi Apartments was managing at the time, and because of time constraints we came up with agreement that the floors would not be refinished. I noted this on the move in slip. The property than went through foreclosure and suddenly a few years later Urban Pioneer Property Management Group comes into the picture. I have been trying to clarify the situation with them however they will not respond to my emails regarding this issue. I assume the floor issue will be used to cheat me out of my deposit. I urge anyone who has poor management issues to contact the city attorneys office and district attorneys office. We do not need another citi apartments fiasco in San Francisco. According to Wikipedia and other references online it is clear that Urban Pioneer is part of the same family that hurt many in the bay area!
