This is an interesting question. It does seem that Project 20 hours should be valued at least at minimum wage.
As for unfairly impacting people living on low incomes: You could say that about tickets, too. You could even say that about life in general. People living on low incomes are existing at the margins and something like a single parking ticket can knock them off their feet. As Billie Holiday said, "Them that's got shall get; them that's not shall lose."
I'm glad I watched the video. I appreciated the attributed comments.
