How can tenants find out if they live in soft-story buildings?

In general you can tell a soft story building where at one or more of exterior walls, the ground floor has less solid (from floor to ceiling) wall that the floor above. It would be difficult for the tenant to make this determination, because the ground floor wall can be of concrete or masonry construction or the ground floor may have already been retrofitted by adding plywood shear panels to wood studs or steel frames at the openings.

If you are suspicious that your building may be a soft story building, contact your landlord and have them get in touch with the experienced structural engineer.
